If you have neither a National Board Certification nor an out-of-state educator license, then you will be required to meet Vermont’s state testing requirements. All testing requirements must be met before you submit your application. See http://education.vermont.gov/educator-quality/become-a-vermont-educator/testing- requirements for details of these testing requirements.
Vermont allows for reciprocity with Pennsylvania through the National Association of State Directors of Teacher Education and Certification (NASDTEC) Interstate Agreement. (http://education.vermont.gov/sites/aoe/files/documents/edu-educator-quality-faq-interstate-agreement.pdf) An educator with a Pennsylvania educator license will be eligible for initial licensure in VT to match the same/equivalent endorsement from Pennsylvania. Having a PA license exempts the applicant from the testing requirement for the endorsement on the PA license. Regardless of experience, educators who have a non- conditional/non-expired PA educator license will be licensed in VT with a Level I Professional Educator’s License. Once licensed in VT and has taught in VT for 3 years, the educator will be eligible for a Level II Professional Educator’s License.
