New York State Education Licensing Requirements:

Please see http://www.highered.nysed.gov/tcert/certificate/teachrecother.html: The Office of Teaching Initiatives cannot determine eligibility for certification in NYS until an application has been submitted and a review of your credentials has been completed. NYS does not pre-approve teacher preparation programs completed in other US states or territories. (Please visit http://www.highered.nysed.gov/tcert/certificate/certprocess.html for details and links.) If you have completed a comparable approved teacher preparation program at a college in another US state or territory that would lead to an institutional recommendation for certification in the state the college is located, you must hold at least a bachelor’s degree awarded following the satisfactory completion of an approved four-year postsecondary curriculum (minimum GPA of 2.50) offered by an institution of higher education approved by the Commissioner of Education or a regional accrediting agency, satisfactorily pass all required exams for Initial Licensure, complete a fingerprint clearance (http://www.highered.nysed.gov/tsei/ospra/), and complete required workshops (http://www.highered.nysed.gov/tcert/topics_az.html).

If you are an applicant who already holds a Pennsylvania license, you must possess a valid and comparable certificate in the subject of your application (visit http://www.highered.nysed.gov/tcert/certificate/levelcertp.html for types of certificates accepted from Pennsylvania), have three years of certified public school teaching experience in a single state in the subject of your application within five years of application date, submit a completed Classroom Teacher Rating Form (http://www.highered.nysed.gov/tcert/certificate/form.html) verifying you received evaluation ratings of effective or highly effective in the three most recent years of experience in a public school, hold at least a bachelor’s degree with a 2.5 or higher GPA, complete a fingerprint clearance (http://www.highered.nysed.gov/tsei/ospra/), and complete required workshops (http://www.highered.nysed.gov/tcert/topics_az.html).
